茱莉亚学院荣誉院长Joseph W. Polisi曾管理茱莉亚学院34年(1984–2018)，是目前为止任期最长的院长。2018年6月起成为中国事务官，负责天津茱莉亚学院的全面发展。

Polisi博士出生于纽约，是一位颇有成就的低音管演奏家。他为专业期刊撰写了很多学术和教育方面的文章，经常就艺术和教育问题发表演讲，制作了一些主要关注当代美国音乐的音像制品，还为水晶唱片录制了二十世纪低音管音乐独奏专辑。著有个人文集《艺术家作为公民》（2005）和人物传记《美国缪斯：威廉・舒曼的生活与时代》（2008）。

进入茱莉亚学院之前，Polisi博士曾任辛辛那提大学音乐学院院长、曼哈顿音乐学院系主任和耶鲁大学音乐学院执行官。他拥有耶鲁大学音乐艺术博士学位、康涅狄格大学政治学学位以及塔夫茨大学弗莱彻法律和外交学院国际关系学位。

President Emeritus Joseph W. Polisi led The Juilliard School for thirty-four years (1984–2018), the longest presidential term in the history of the school. Upon stepping down from his distinguished tenure in June 2018, he became Chief China Officer, supervising overall development of The Tianjin Juilliard School. 

Born in New York City, Dr. Polisi is an accomplished bassoonist. He has written many scholarly and educational articles for professional journals, is a frequent speaker on arts and education issues, has produced several sound recordings primarily focusing on contemporary American music, and has recorded a solo album of twentieth-century bassoon music for Crystal Records. He is the author of two books: The Artist as Citizen (2005), a collection of his speeches and articles; and American Muse: The Life and Times of William Schuman (2008), the biography of the eminent composer and arts administrator.

Before coming to Juilliard, Dr. Polisi was dean of the University of Cincinnati College-Conservatory of Music, dean of faculty at the Manhattan School of Music, and executive officer of the Yale University School of Music. He holds a Doctor of Musical Arts degree from Yale, as well as a degree in political science from the University of Connecticut and one in international relations from the Fletcher School of Law and Diplomacy at Tufts University. 

担任茱莉亚学院院长长达34年的Polisi先生认为，创造性就是去体验那些你从未有过的体验。他相信音乐可以让人变得更有创意，更加聪明。

Polisi先生在本科和研究生分别主修的是科学和国际关系，直到进入耶鲁大学读博士，他才以低音管为专业。他认为那些成绩斐然的音乐家，通常也能够在学术上有所建树。因此音乐的重要性不应在教学中被忽视，这也是茱莉亚与诺德安达合作的原因。

作为音乐家，说起熟能生巧， Polisi先生竟出乎意料地表示不鼓励学生过多地练习， 因为练习过度带来的伤害，要远超其带来的进步。学习乐器就要聪明、有方法地学，这与大家学每一门学科都是一样的。当你练习到乏味的时候，就应该暂停一下，重新审视自己和音乐。家长们也是一样，不应该强求孩子过多地练习。

Being the president of The Juilliard School for 34 years, Mr. Polisi thinks that creativity is about developing the experiences that have never been experienced before. And he believes that music can make people more creative and intelligent. 

Mr. Polisi did not totally focus on bassoon playing until he went to Yale for his doctor’s degree. Before that he majored in science and international relations. He thinks that a proficient and active musician often is successful in academic as well. So music should not be overlooked, and that’s why Juilliard has the collaborative program with Nord Anglia.

Speaking of practicing the instruments, Mr. Polisi surprisingly encourages students not to practice too much. Because excessive practice can hurt students more than help them. One should intelligently practice, just like one has to intelligently study. And when a student feels bored while practicing, he or she should take a break, and re-think about it. So are their parents, who should not over-push the kids to practice.

Being an experienced musician, Mr. Polisi also get nervous before performing, but also had a lot of memorable moments for his performances.
