Community Notice: Return to Campus Update

Dear SCIS Community,

As communicated last Thursday, the Shanghai Education Commission (SEC) announced that graduating students at local middle and high schools will be able to return to school on April 27, 2020. Unfortunately, based on information we have gathered from follow up communication with the SEC, our district Educational Bureaus, and our colleagues at other Shanghai International Schools, we now believe this date only applies to local Shanghai public schools. 

As such, our current understanding is that some divisions or grade levels of International Schools will be given the approval to return to campus learning as of May 6, 2020. While we await confirmation of these start dates, we note that the SEC expressed they will be taking additional cautions when identifying the return to campus learning date for early childhood and lower elementary grade levels. We will inform you of a start date for each division as soon as they are clarified for us.

The other important announcement coming from the SEC announcement was the provision of Shanghai specific guidelines for how we must prepare our campuses for return to campus learning. We are pleased to share that SCIS’ campus preparations, as shared in previous community updates aligned with these guidelines.  This means SCIS is a strong position to complete the final Shanghai specific requirements within the coming week.  This means we will be ready to apply for the inspection process which is the final stage of the readiness effort in preparation for a return to campus learning.

We will continue to update you as we gain any further information, guidance, or news from our relevant government authorities. We appreciate your continued understanding and look forward to working with you as we take the next steps toward our long-awaited return to campus learning.

上周四，上海市教委宣布，本地中小学应届毕业生将于2020年4月27日复学。遗憾的是，根据我们从与上海市教委、我们当地区教育局和其他上海国际学校的同事的后续沟通中收集到的信息，我们现在认为这一日期仅适用于上海当地的公立学校。

因此，我们目前的理解是，国际学校的某些部门或年级将获准从2020年5月6日返回校园学习。在我们等待确认这些开始日期的同时，我们注意到，上海市教委表示，在确定幼儿期和低年级的返校日期时，他们将更为慎重。一旦我们收到上海教育局的关于不同年级的开学通知，我们将第一时间通知您。

上海市教委宣布的另一个重要公告是：对于开学准备的具体指导方针，规定了学校为开学必须做好的各项准备。正如我们在之前的邮件中与您分享过的信息一样，我们很高兴地告诉您，SCIS正在积极筹备的校园准备工作是完全符合教委的指导方针的。 这意味着，SCIS将在下周内完成上海教委规定的全部开学准备，申请通过上海市教委的检查，第一时间完成学生返校的硬件准备。

如果此后我们从相关政府部门获得任何进一步的信息，指导或新闻，我们将第一时间告知您。在我们不断努力以争取让孩子们重返校园学习的过程中，我们感谢您一直以来的理解，并期待与您继续合作。

지난 목요일에 발표된 바와 같이, 상해 교육 위원회(SEC)는 상해(중국) 중.고등학교를 졸업반 학생들은  2020년 4월 27일에 등교가 허락된다고 발표하였습니다. 하지만 유감스럽게도, 상해 교육 위원회와 창림 지역 교육국 및상해 국제 학교 관계자들에 따르면, 이 날짜는 상해 중국 공립학교에만 적용됩니다. 

따라서 현재 상황에서 국제 학교 경우는, 일부 특정 학년만이  2020년 5월 6일부터 등교를 승인받으리라 생각됩니다.  또한 상해 교육 위원회는 유치원과 초등 저학년 등교 시작 날짜를 고려하는 중이고, 등교 날짜와 함께 추가주의사항도 별도로 공지할 예정이라고 합니다. 각 학부의 시작 날짜는 공지를 받는 데로 가능한 한 빨리 알려드리겠습니다. 

추가로 발표된 상해 교육 위원회 공지 사항은 학생들이 등교하여 학습할 수 있도록 학교가 준비해야 할 특별 준수 규칙 사항입니다. 지난번 말씀드린 바와 같이, SCIS는 상해 교육 위원회가 요구하는 학교 캠퍼스 준수 사항에준하여 정비를 맞추어 가고 있습니다. 즉 SCIS는 개학에 요구되는 특별 준수 규칙에 맞추어 필요한 사항을 갖추었고, 수업을 위한 학교 등교 승인을 위해 마지막 단계인 교육부 검사 과정을 신청할 준비가 되어 있습니다.
